Andrew co-founded Lockharts in 1995 after 15 years of primary care regulatory and contract work at another highly respected healthcare firm. For more than twenty years he acted for the General Practitioners Committee of the BMA on a wide range of regulatory and contractual issues affecting GPs, including the New GMS Contract in 2004. In 2005 he was given an award at the Annual LMC Conference Dinner in recognition of 21 years service to GPs in the UK.
Andrew has a national reputation for his work in the development of PMS and APMS agreements. He has produced agreements for federations of practices, and shareholder agreements for provider companies wishing to provide to PCTs, and in due course CCGs, in response to commissioning recommendations. He has followed closely all the developments coming through in the Health & Social Care Bill and regularly advises on strategy and policy issues.
In conjunction with his work for doctors, Andrew leads the commercial healthcare team at Lockharts, specialising in business advice and structures in dentistry, pharmacy, optometry and veterinary practice. In 2011, Andrew’s name was entered on the BDA’s roll of distinction for outstanding service to UK Dentistry.
He and colleagues regularly advise healthcare practitioners on issues relating to practice developments, practice mergers and acquisitions, PCT tendering and employment issues, together with superannuation.
Andrew regularly contributes to healthcare press and lectures on healthcare topics throughout England and Wales.

- a Member of the Association of Partnership Practitioners (APP) for whom he is also listed on the association’s list of Arbitrators
- a Member of the Association of Specialist Providers to Dentists (ASPD)

- a Member of the Primary Care Premises Forum;
- a Fellow of the Chartered Institute of Arbitrators;
- a member of the Frankfurt Bar and also a member of Broglie, Schade & Partner GBR who have offices in Wiesbaden, Berlin, Munich and London, and
- Chairman of the National Association of Specialist Solicitors Advising Doctors (NASSAD)
