Andrew founded Lockharts in 1995 after twenty years as a Partner at Hempsons specialising in GP and NHS regulatory work. For more than twenty years he acted for the General Practitioners Committee of the BMA on a wide range of regulatory and contractual issues affecting GPs, including the New GMS Contract from 2002 to 2004. From 1997 Andrew was closely involved in the development of PMS documentation and from 2004 produced model documentation for permanent PMS arrangements and similar documentation for APMS and SPMS. He has an extensive portfolio of professional clients with Lockharts having acted for over 2,000 GP Practices in England and Wales.
Andrew has followed closely all the developments in Practice Based Commissioning and has produced consortium agreements, model contracts for PCTs and shareholder agreements for provider companies wishing to provide to PCTs in response to commissioning recommendations.
Andrew leads the NHS Commercial Team at Lockharts and he and colleagues regularly advise practices on issues relating to practice developments, practice mergers and acquisitions, PCT tendering and employment issues together with superannuation.
He was lead contributing editor to Halsbury's Laws of England 4th Edition Reissue Volume 33 (National Health Service) and Volume 30 (Medicines). He also wrote A Guide to Law in General Practice. He regularly contributes to the medical press and lectures on healthcare topics throughout England and Wales.
